David H. Pryor, a liberal Democrat who won two terms as governor of Arkansas and three in the United States Senate, and who paved the way for the political rise of his young ally Bill Clinton in an era of changing racial attitudes in the South, died on Saturday at his home in Little Rock. His death was announced by his son Mark, himself a former two-term United States senator. Mr. Pryor was eight years older than Mr. Clinton, and they didn’t know each other well until they became accomplished politicians. They both grew up in segregated small towns in Arkansas, raised by families of modest means and liberal outlook, who resisted pressures to scorn their Black neighbors. Mr. Clinton’s maternal grandparents, who raised him, ran a small grocery store and during the harsh winters sold goods on credit to people of all races.

Siegel Auction Galleries, marking the first time the rare stamp has been on auction since 1998. Of the two known copies of the one-cent Z-grill, one is held by the New York Public Library. That leaves only one one-cent Z-grill available to private collectors. “There’s multiple stamps that’ll bring $500,000 or $750,000, but the (one-cent) Z-grill is the star of the show,” Shreve said.

THE HAGUE, April 6 (Reuters) - Judges at the International Court of Justice (ICJ) on Thursday ruled they had jurisdiction over a long-running border dispute between Guyana and Venezuela, which could determine which country has rights to offshore oil and gas fields. Guyana asked the ICJ, also known as the World Court, in 2018 to confirm that the border was laid down in an 1899 arbitration between Venezuela and the then-colony of British Guiana. The court "by 14 votes to 1, rejects the preliminary objection raised by the Bolivarian Republic of Venezuela," said presiding judge Joan Donoghue, while reading the decision. Venezuela does not want the ICJ to rule and instead insists on a bilateral negotiated solution to determine the course of the land border, which may ultimately determine which country has rights to certain offshore oil and gas fields. Offshore oil discoveries in recent years have given Guyana, which has no history of oil production, the potential to become one of the largest producers in Latin America.
